The region's authorities will also promote the participation of companies engaged in foreign economic activities in international fairs both in China and abroad, including the Canton Fair (Guangzhou, Guangdong Province), the China International Consumer Products Expo (Haikou, the administrative center of Hainan Province) and the Seafood Expo North America in Boston, US Seafood Expo International, equipment, technology and services for fish and seafood processing.

The authorities also plan to develop international e-commerce in the region and establish new logistics chains, increase lending to foreign trade enterprises and reduce the cost of attracting such financing.

Hainan's free trade port program will turn the island into a special customs zone. The national government expects to complete the free port as a whole by 2025, by which time the island should have a free trade and investment system in place.
