It marks the first time that Haikou has topped the list, after jumping 19 places from its 2020 position. The city of Haikou – the capital and most populous city of the Hainan province – is a key city for the Hainan Free Trade Port and a key location of China’s Belt and Road Initiative. In reference to the analysis report of Milken Institute, the construction of the Hainan Free Trade Port and the achievements of several industrial key parks in Haikou have contributed to Haikou's ranking. Figures from the Hainan Provincial Bureau of Statistics show that Hainan's economy grew by 11.2% last year, to 647.52 billion yuan (US$97 billion). That was compared with a national growth rate of 8.1%.
"This year's index highlights the successes China is achieving through its regional development strategy, shifting the burden of economic output away from highly developed regions like the Greater Bay Area," said Perry Wong, Managing Director of Research at the Milken Institute, and author of the report.
