As noted earlier by economic observers at the Hainan Daily, over the 13th five-year plan (2016-2020), the Hainan administration has made great efforts in improving the welfare of the population. The province launched a massive campaign to improve the quality of medicine and schooling.

Thanks to this policy, local educational institutions have launched an active campaign to draw highly qualified teachers to Hainan. In the health sector, hospitals have emerged in all cities and counties in the region capable of providing medical care and treatment for patients suffering from almost any major illness.

According to official statistics, over the 13th five-year plan, the provincial budget spending on social security has exceeded 638 billion yuan ($ 98.76 billion).
